TWAS is seeking an experienced Monitoring,Evaluation and Reporting Consultant to address the organization’s need for setting-up a suitable strategy and procedure of measuring impact of its programmes, Research Grants in particular. The Monitoring, Evaluation and Reporting Consultant will
lead the identification of relevant indicators of impact and collect, review and analyze data focusing primarily on the TWAS Research Grants Programme, with further work on other TWAS programmes with the aim to distil out the benefit and impact arising from the synergy of the programmes., The
Consultant will advise the TWAS Research Grants team and the Programme Coordinator on best monitoring and evaluation practices relevant to the programme’s planning and reporting objectives.
Consultants wishing to work remotely will be considered, but expected to spend extended periods of time working with the TWAS Research Grants team in Trieste, Italy.
ACTIVITIES AND OUTPUTS:
§ Determine the overall programmatic data needs and formulate measurable results;
§ Identify relevant indicators of short and long term impact;
§ Examine deliverables and results for reports as guided by existing logical frameworks;
§ Establish efficient data collection systems and work with the Research Grants office staff
to integrate these into currently used database;
§ Review existing data collection practices and strengthen data utilization during reporting;
§ Work with the current and past grantees to identify accessible indicators that could be self- reported and used by the TWAS Research Grants team;
§ Prepare reports, graphs , and presentations that can be used to demonstrate quantifiable impact of
the TWAS Research Grants programme ;
§ Prepare high profile success stories and case studies for impact to be used by TWAS in presentations and proposals;
§ Establish a networking portal for past and present TWAS grantees allowing them to connect with each other;
§ Other tasks as agreed with the TWAS Programme Coordinator.
TIMING:
§ The initial anticipated time frame for the assignment is 11 months.
REQUIRED QUALIFICATIONS EDUCATION
§ Master’s degree (or equivalent) in Education, Statistics, Social Sciences (with quantitative analysis
focus), Programme/ Project Management, Public Policy, International Development or another relevant field ;
§ PhD in one of the above listed fields or other relevant discipline will be considered an asset.
WORK EXPERIENCE
§ Minimum of 5 years’ experience working in the areas of Results-Based Management (RBM), Monitoring and Evaluation (or similar) , preferably in the context of international organizations and/or capacity building programming;
§ Experience in developing and implementing monitoring and evaluation systems is essential;
§ Experience in the usage of software packages (MS Word and PPT) and handling web – based management systems and advanced programmes for data analysis is essential;
§ Experience in developing and implementing guidelines and tools on RBM, reporting and M&E is
desirable;
§ Experience in establishing and maintaining cooperative working relationships with other organizations governmental agencies, public and private organizations is desirable;
SKILLS /COMPETENCIES
Good overall understanding of TWAS and the objectives of the Research Grants programme;
Experience of advising an organization , or programme of similar calibre, on establishing monitoring,
evaluation and reporting practices;
Knowledge of suitable tools for building a strong network Evidence of influence and impact on policies and procedures to make scientific research and activities more inclusive;
Good interpersonal and communication skills, and excellent analytical skills;
Excellent fluency in English.
SUPERVISORY ARRANGEMENTS
The Monitoring, Evaluation and Reporting Consultant will be supervised by the TWAS Programme
Coordinator and work closely with the Research Grants team based in Trieste, Italy.

Technical proposal consisting of:
i) a description of proposed approach and methodology for undertaking this assignment;
ii) a work plan with a detailed time frame and milestones related to the assignment.
Fees to be charged for the assignment (daily consultancy fee and a total estimated number of days
required to undertake the assignment) , which should be quoted in US or in Euros only. Please show
anticipated travel costs to Trieste separately.
